There are three annual Town Council meetings; the Annual Town Meeting, the Annual Statutory Meeting and the Precept.sidebar

Annual Town Meeting

The Annual Town Meeting takes place in March each year. It is a chance to have your say and share your thoughts and views on issues affecting the town and its residents. It is also an opportunity to hear what each committee has been doing over the past 12 months and to ask questions of your Town Council and their key service providers. The Town Council invites representatives from Aylesbury Vale District Council, Buckinghamshire County Council and Thames Valley Police to attend.

Annual Statutory Meeting

The Annual Statutory Meeting in May is the first meeting of the municipal year. The elections of the Mayor and Deputy Mayor take place at this meeting.

The Precept meeting is the meeting which determines the tax that Buckingham Town Council will request via Aylesbury Vale District Council to be collected from the eligible households in the Buckingham Town Council catchment area.

The Resources Committee reviews the Town Council’s budgets and expenditure every meeting to ensure that the expenditure is adhering to the budgets set out at the beginning of the year. Aspects of the Town Council’s overall strategy, policy and personnel matters are also dealt with by the Resources Committee.

The Town Council’s annual grants are discussed at the meetings of the Resources Committee and recommended to the Precept meeting.

The Committee also has an overview of the Town Council’s communications with the specific detail delegated to the Communications Strategy Group.

Buckingham Town Council is predominantly funded by a precept that is collected from the town’s council taxpayers, via the District Council. The Town Council receives some minimal income from the town markets and cemetery, as well as some sponsorship activities, such as floral baskets and roundabouts. The Town Council receives no funding from business rates, and no funding from central government direct. The Council does apply for grants for specific projects when appropriate. Below you will find various documents relating to the Town Council’s finances.


In order for the Town Council to operate during the coming financial year, the Council must set a Budget for the costs it expects to incur.


Annual Returns

The Annual Return is the statement of Accounts at the end of the Town Council’s financial year. This is a legal document that is submitted to and signed off by the Town Council’s External Auditor.

Annual Reports

Each year the Town Council must hold an Annual Electors Meeting. This is a chance for members of the public to find out what the Town Council has been doing over the previous year and its intentions for the following year. The Annual Report is a summary of the work completed by the Council.


Each year the Town Council supports a number of local organisations with grants to aid them in providing facilities and services for the people of the town. This year the Town Council gave grants totalling £11,900 to projects and activities beneficial to the people of Buckingham.
