Annual Meetings

There are three annual Town Council meetings; the Annual Town Meeting, the Annual Statutory Meeting and the Precept.

Annual Town Meeting

Last year we trialled a new format. Buckingham Town Council hosted a virtual ATM meeting on the Town Council’s Facebook page, starting the week beginning Monday 5th March 2018. Residents were invited, via a variety of media, to post questions or comment under discussion topics and Town Councillors and Officers were encouraged to respond, with full answers being provided at the Annual Town Meeting. The evening meeting was held on the 21st March and was run in an Open Space format; all that needed to be discussed, was. Everyone was very welcome!

We hoped that our revised format would encourage participation from a wider range of our community and we sincerely hope you are able to support future events.

Annual Statutory Meeting

The Annual Statutory Meeting in May is the first meeting of the municipal year. The elections of the Mayor and Deputy Mayor take place at this meeting.

Preceptsidebar

The Precept meeting is the meeting which determines the tax that Buckingham Town Council will request via Aylesbury Vale District Council to be collected from the eligible households in the Buckingham Town Council catchment area.

Resources

Chaired by Councillor Mike Smith

The Resources Committee reviews the Town Council’s budgets and expenditure every meeting to ensure that the expenditure is adhering to the budgets set out at the beginning of the year. Aspects of the Town Council’s overall strategy, policy and personnel matters are also dealt with by the Resources Committee.

The Town Council’s annual grants are discussed at the meetings of the Resources Committee and recommended to the Precept meeting.

The Committee also has an overview of the Town Council’s communications with the specific detail delegated to the Communications Strategy Group.

Town Centre and Events

Chaired by Councillor Terry Bloomfield

The Town Centre & Events Committee organises many of the events held in Buckingham such as the Pancake Race, Food Fair, Comedy Nights, Christmas Light Switch On and River Rinses. It also facilitates the Charter Fair, Music In The Market and Bandjam as well as the Christmas Parade by organising the road closures and undertaking other tasks associated with the events.

Hanging baskets and planters are organised by the committee every year. It has worked hard over the last few years to provide the Christmas motifs and icicle lights.

Over the years, the committee has built up a very good working relationship with external organisations including the Police, organisers of the music events and those that help to make each event a success.

Planning

Chaired by Councillor Mark Cole JP

This committee has four key roles:
It reviews every planning application, considers tree applications, takes part in various district and regional consultations where they may impact on Buckingham (such as housing, transport, leisure and economic development) and most recently, leads the production of the Buckingham Neighbourhood Development Plan.

The Town Council is a statutory consultee, and reviews all planning applications advising AVDC should they not meet local requirements and aspirations. However, it should be noted that Aylesbury Vale District Council makes the final decision on all planning applications, and does not always agree with the Town Council’s comments. If you write to the District Council to support or object to an application, it would be helpful if you also provided a copy of the letter to the Town Council.

The Planning Committee is the lead body producing the Buckingham Neighbourhood Development Plan as a Frontrunner authority. The Neighbourhood Plan is the successor of the 2008-09 ‘Buckingham Plan’ that the committee also produced. For details of both plans, see our Community Plans page.
