The Resources Committee reviews the Town Council’s budgets and expenditure every meeting to ensure that the expenditure is adhering to the budgets set out at the beginning of the year. Aspects of the Town Council’s overall strategy, policy and personnel matters are also dealt with by the Resources Committee.

The Town Council’s annual grants are discussed at the meetings of the Resources Committee and recommended to the Precept meeting.

The Committee also has an overview of the Town Council’s communications with the specific detail delegated to the Communications Strategy Group.

Planning

Chaired by Councillor Mark Cole JP

This committee has four key roles:
It reviews every planning application, considers tree applications, takes part in various district and regional consultations where they may impact on Buckingham (such as housing, transport, leisure and economic development) and most recently, leads the production of the Buckingham Neighbourhood Development Plan.

The Town Council is a statutory consultee, and reviews all planning applications advising AVDC should they not meet local requirements and aspirations. However, it should be noted that Aylesbury Vale District Council makes the final decision on all planning applications, and does not always agree with the Town Council’s comments. If you write to the District Council to support or object to an application, it would be helpful if you also provided a copy of the letter to the Town Council.

The Planning Committee is the lead body producing the Buckingham Neighbourhood Development Plan as a Frontrunner authority. The Neighbourhood Plan is the successor of the 2008-09 ‘Buckingham Plan’ that the committee also produced. For details of both plans, see our Community Plans page.

Full Council

Chaired by the Mayor, Cllr Jon Harvey

Full Council meetings are held every seven weeks. However, if there is urgent business which needs to be transacted, then an Interim Council meeting will be held.

The Chairman of the Council is elected at the Annual Meeting of the Town Council in May and has the title of Mayor. They are then the Mayor of the Town for one year and may be re-elected Mayor again.

The Full Council deals with important business which affects the whole town. It oversees the Committees of the Council. The Council also receive reports from local District and County Councillors and bodies to which it appoints representatives.

The Full Council oversees these Committees and gives them the authority to make decisions, provide budgets for their delegated duties and make recommendations to the Full Council to make decisions that it is not in the power of the Committee to make.

These are events which Buckingham Town Council have either organised or are involved in. Please check our calendar for details and dates of this year’s events.

Annual Events – 2018

February
Pancake RaceTuesday 13th –This is held on the green outside St Peter and St Paul’s Church and is open to all ages. There is a prize for the winner of each race. All entrants must wear a headscarf and apron and bring their own frying pan.

Food Fair Saturday 24th – Held in Buckingham Community Centre and allows local producers to show off their wares. Among the exhibitors that have taken part in the past are Open Air Foods, Party Bakes, Pastilla Pies (now called Monty Pieman), Sugar Chef and Silverstone Brewery.

March
Commonwealth DayMonday 12th – The Mayor will raise the Commonwealth Flag outside the community centre in commemoration of the day.

Easter Crafternoon Tea FairSaturday 24th – An Easter event for the whole family at the Lace Hill Sports and Community Centre. £1 entrance to browse the stalls. Tea and cake available to purchase. Free crafts and games for the children.

April
Spring FairSunday 8th – A family event that is held in the cattle pens area of the town centre. It is made up of local people who want to swap and exchange ideas on local produce and crafting, such as knitting, crocheting and quilting.

May
Maypole DancingTuesday 1st –Traditional maypole dancing performed by the local school children on the green outside St Peter and St Paul’s Church.

Music In The MarketSunday 27th – Held on the Sunday of the last Bank Holiday weekend in May. Organised by Buckingham Acoustic Club and facilitated by Buckingham Town Council. The event is held in the Bull Ring in Buckingham Town Centre and is free to everyone.

July
Buckingham Fringe WeekSaturday 14th to Sunday 22nd – A week of events put on by Buckingham Town Council and local organisations. Last year’s events included kite flying, a fun dog show, cream teas, live music, dance, drama and comedy! See our events calendar or our Fringe Brochure for details of individual events.

Play Around the ParishesVarious – Taking place in July and August, the ever popular Play Around The Parishes will be back in Chandos Park. There will be fun and games for children ages 0 – 12 years. The event is free to all. If wet, at George Grenville Academy, MK18 1AP.

August
BandjamSunday 26th – This is held in the Bull Ring in Buckingham Town Centre and is held on the Sunday of the Bank Holiday weekend. Organised by Bandjam and facilitated by Buckingham Town Council, this very popular event brings together local bands.

September
Good Endings Fair Saturday 8th –  The focus will be on preparing fro the end of life, and helping challenge taboos around death and dying. We hope the event will encourage family discussions towards the aim of achieving a ‘good death’ for everyone.

Dog Show – Sunday 9th – Held in the paddock in Bourton Park, local organisations such as dog groomers, search and rescue dogs and medical detection dogs come together to let the public know about their organisations. There is also a dog show with many different classes and prizes.

River RinseSunday 23rd – First of the annual river rinses. A section of the river is chosen and with the help of Stowe Sub Aqua Group, the fire service and local volunteers, the river is cleaned of debris such as tyres, shopping trolleys, bottles and tree branches.

October
River Rinse – Sunday 7th – Second of the annual river rinses. Same as above

Charter FairSaturday 13th & 20th – Buckingham’s first charter to hold the annual market/fair was given by Mary I in 1554 and the second charter was given by Charles II in 1658. The charter was only granted to the town to hold fairs on a Saturday and not any other day. Today the showman arrive on the Friday and leave early on Sunday morning for both fairs. Nichols Amusements run the fair and the Town Council organises the road closure and helps to bring the fair safely into town.

November
Bonfire & FireworksSaturday 3rd – Organised by the Town Council, this event takes place in the paddock in Bourton Park. Entry is free to the public with hot food available.

December
Christmas Light Switch On and Christmas MarketSaturday 1st – People gather outside the Old Gaol to see the Mayor switch on the lights and to sing carols round the tree. There is also a Christmas Artisan Market during the afternoon and evening with festive goodies.

Christmas ParadeSaturday 15th – Organised by the Christmas Parade Committee and facilitated by Buckingham Town Council. For over 30 years the parade has been thrilling the large crowds that gather to see everything from marching bands to floats. Prizes are awarded to the best float and best walking group.

Community Fair Saturday 15th – This well attended event takes place in the Community Centre after the Christmas Parade. Charities, local groups and societies are given the chance to raise funds by selling Christmas cards, gifts and cakes.

Comedy Nights
Now in its 5th year, the Buckingham Comedy Nights are held quarterly in The Old Town Hall, Buckingham. The event is organised by Buckingham Town Council and comedians such as Paul Chowdhry, Miles Jupp, Seann Walsh and Jeremy Hardy have graced the stage and supplied plenty of humour.

Buckingham Action Group

In 2012, a multiagency group was set up to co-ordinate activities for young people in Buckingham. The group is made up of representatives from Buckingham Town Council, AVDC, BCC, Thames Valley Police, Project Street Life, Buckingham Youth Centre and the Buckingham NAG. The group initially focused on providing diversionary activities for young people at risk of causing anti-social behaviour and so over the past few years the group have secured funding to run a range of activities for young people aged 11 years and up over the summer holidays, which is where traditionally there is a spike in youth anti-social behaviour calls. Having reviewed the activities run in the past, the group are now looking at setting up recurring activities during term time as well as the school holidays to compliment the current youth offer in the town. Funding is currently being sought to set up a boxing club, summer basketball sessions, American Football sessions and a gaming league. The markets are situated in the heart of Buckingham, surrounded by a variety of independent shops, cafes, restaurants, pubs and green spaces. Buckingham’s Historic Street Market has been in Buckingham for over 600 years and dates from the Charters granted by Queen Mary in 1554 and Charles II in 1664. This gives the Buckingham Markets a unique heritage.

The Street Market is set against the delightful backdrop of the Buckingham Old Gaol, the Museum and Tourist Information Centre. The market boasts a variety of stalls on both days.

Our Stalwart Stallholder, Nigel Price: Household goods and sundries. Other stalls include: flowers and plants, fruit and vegetables, watches, bakery goods, fish, cakes, sweets and much more!

Saturdays

Buckingham Flea Market

Buckingham has long harboured a gem. The Buckingham Flea Market has graced the Old Cattle Pens in Buckingham for more years than anyone present can remember. The bargains to be found on this market are too numerous to mention, with antiques and collectibles on every inch of the area.

Run by Buckingham Town Council the Flea Market boasts a variety of traders that cannot be equalled as far as Birmingham.

(We ask that, due to the nature of the market that no new goods or clothes are offered for sale).
