Annual Town Meeting

The Annual Town Meeting takes place in March each year. It is a chance to have your say and share your thoughts and views on issues affecting the town and its residents. It is also an opportunity to hear what each committee has been doing over the past 12 months and to ask questions of your Town Council and their key service providers. The Town Council invites representatives from Aylesbury Vale District Council, Buckinghamshire County Council and Thames Valley Police to attend.

Annual Statutory Meeting

The Annual Statutory Meeting in May is the first meeting of the municipal year. The elections of the Mayor and Deputy Mayor take place at this meeting.

Precept

The Precept meeting is the meeting which determines the tax that Buckingham Town Council will request via Aylesbury Vale District Council to be collected from the eligible households in the Buckingham Town Council catchment area.

Town Centre and Events

The Town Centre & Events Committee organises many of the events held in Buckingham such as the Pancake Race, Food Fair, Comedy Nights, Christmas Light Switch On and River Rinses. It also facilitates the Charter Fair, Music In The Market and Bandjam as well as the Christmas Parade by organising the road closures and undertaking other tasks associated with the events.

Hanging baskets and planters are organised by the committee every year. It has worked hard over the last few years to provide the Christmas motifs and icicle lights.

Over the years, the committee has built up a very good working relationship with external organisations including the Police, organisers of the music events and those that help to make each event a success.

Environment

Chaired by Councillor Mike Smith

The Town Council’s Environment Committee is authorised by the Full Council to take responsibility for the protection and improvement of the town.

We make recommendations to the Full Council regarding any land or property
purchases or sales, seeking professional advice where appropriate.

We keep an eye on work required to footpaths, pavements, cycle-ways, roads,
waterways, horticultural and arboriculture works, street furniture (seats, planters and waste bins), play areas, and play equipment.

However, not all of this falls within the Town Council remit, so we liaise closely with our District and County Council partners on the maintenance of those items for which they have specific responsibility.

Much of our ‘estate’ comprises Chandos and Bourton Parks, the Railway Walk and other open spaces. Apart from ensuring that these areas are properly maintained, we work closely with the Conservation Volunteers and various ‘friends’ groups to maintain and improve these valuable resources and protect the indigenous wild life.

Planning

Chaired by Councillor Mark Cole JP

This committee has four key roles:

It reviews every planning application, considers tree applications, takes part in various district and regional consultations where they may impact on Buckingham (such as housing, transport, leisure and economic development) and most recently, leads the production of the Buckingham Neighbourhood Development Plan.

The Town Council is a statutory consultee, and reviews all planning applications advising AVDC should they not meet local requirements and aspirations. However, it should be noted that Aylesbury Vale District Council makes the final decision on all planning applications, and does not always agree with the Town Council’s comments. If you write to the District Council to support or object to an application, it would be helpful if you also provided a copy of the letter to the Town Council.

The Planning Committee is the lead body producing the Buckingham Neighbourhood Development Plan as a Frontrunner authority. The Neighbourhood Plan is the successor of the 2008-09 ‘Buckingham Plan’ that the committee also produced. For details of both plans, see our Community Plans page.

Full Council

Chaired by the Mayor, Cllr Jon Harvey

Full Council meetings are held every seven weeks. However, if there is urgent business which needs to be transacted, then an Interim Council meeting will be held.

The Chairman of the Council is elected at the Annual Meeting of the Town Council in May and has the title of Mayor. They are then the Mayor of the Town for one year and may be re-elected Mayor again.

The Full Council deals with important business which affects the whole town. It oversees the Committees of the Council. The Council also receive reports from local District and County Councillors and bodies to which it appoints representatives.
